On May 7th and 8th , 2025, Kerona Scientific held the Southern European Plant Protection Conference in Valencia, Spain. Session 5 of the conference gathered key stakeholders to explore the evolving regulatory landscape of fertilising products in the European Union.
Session 5 featured three expert speakers. Adrián Parra, Senior Associate at Fieldfisher, discussed the borderline cases between the EU FPR and the plant protection products Regulation 1107/2009. He emphasised the critical importance of ensuring biostimulant claims are legally sound before product placement. Adrián also recommended implementing robust compliance programs across all stages of commercialisation, providing regular training to marketing teams, and closely monitoring all promotional materials to avoid regulatory pitfalls.
Francisco Gil from CAAE shared insights into the procedures for CE marking under the EU FPR. He outlined the role of Notified Bodies, the assessment of EU Fertiliser Conformity, and the different modules and documentation requirements manufacturers must meet to comply with the regulation.
Ferran Soldevila, Managing Director and Co-founder of Sun Chemicals Services, presented practical guidance on placing plant biostimulants on the EU market. He explained the registration pathways available under national laws, mutual recognition through Regulation (EU) 2019/515, and full compliance under Regulation (EU) 2019/1009. Ferran provided a detailed overview of Module B of the FPR, highlighting common challenges and realistic timelines to expect.
The session offered attendees a clear roadmap for navigating regulatory complexities and reinforced the importance of legal clarity, procedural diligence, and continuous training in this rapidly evolving space.
