The Notified Body CerTrust Ltd. presented an insightful webinar last week on the latest Commission Delegated Regulation (EU) 2024/1682 which amends the EU Fertilising Products Regulation [FPR] (EU) 2019/1009 and allows processed manure to become a component material for fertilising products under the Component Material Category (CMC) 10 (Delegated Regulation – EU – 2024/1682 – EN – EUR-Lex [europa.eu]).
CertTrust’s fertilising product experts Dr Ildikó Varga and Dorottya Lőrincz presented the webinar following the introduction by Dr Theodora Nikolakopoulou from DG GROW within the European Commission. Dr Nikolakopoulou gave an overview of how animal by-products and derived products in fertilising products were regulated before the adoption of the FPR and the subsequent changes thereafter. She provided information on the ongoing work of the EU Commission on several other materials that will soon be added to CMC 10 besides processed manure.
Both of CertTrust’s speakers discussed the specific requirements set for processed manure before it is allowed to be a component of a CE marked fertilising product. Dr Varga gave a detailed description of all the steps involved in the process with the key pieces of legislation being the Delegated Regulation (EU) 2023/1605 and the Regulation (EU) No 142/2011. The Regulation specifies the processing and storage instructions which must be followed to convert manure into processed manure. This processing moves the scope from being within the animal by-product regulation into the FPR to allow it as a component of CE marked fertilising products. Since the FPR sets additional requirements for its CMC 10 components, the process doesn’t stop here, and additional post treatment might be necessary. Dr. Varga highlighted that the whole process doesn’t need to happen linearly and certain steps can be combined if this leads to higher production efficiency.
Lastly, while processed manure has just been introduced under CMC 10, animal by-products can already be used in other CMCs as of 2023. With this in mind, Dorottya Lőrincz presented the process for using animal by-products under CMC’s 3 and 5.
