The new Fertilising Products Regulation (FPR) (Regulation (EU) 2019/1009) entered into force in July 2022, repealing the Fertiliser Regulation (EC) No 2003/2003. The scope of the new FPR regulation has been extended to include biostimulants, organic fertilisers, organo-mineral fertilisers, and growing media, and harmonises EU requirements related to quality, safety, and labelling of fertilising products.
In addition, the new FPR regulation specifies that, depending on the nature of the product, a specific conformity assessment procedure may be required to be performed by a third party. Such conformity assessment tasks can only be performed by notified bodies under the Regulation.
Until May of this year, the list of notified bodies was limited to four, but the list has grown and now has 9 entities in total spread across Europe, i.e. Hungary, Estonia, Latvia, Poland (2) Netherlands (3) and Greece.

In compliance with the rules included in the FPR, the conformity assessment procedure to be followed has to be laid down in national legislation.
