Kerona Scientific was delighted to host Kerstin Schrade, the managing director of Vali Consulting GmbH at the Dublin Biocide Symposium on the 21st of March, 2024. Kerstin provided a detailed insight into the intricate world of national restrictions in self-service for biocidal products and to answer the question “Is a national registration using a simplified procedure the way out?”.
Kerstin began her presentation by providing an overview of the background behind the imposition of national restrictions on self-service biocide products. Drawing from case studies, she showcased the proactive stance taken by countries like France, Belgium and, most recently, Germany, who will be introducing a ban for some self-service biocidal products as of 01/01/2025. The concerns are in response to some accidents and fatalities attributed to the misuse of biocides and the potential development of resistance among target organisms.
However, the restriction/banning of self-service biocides does not come without consequences for producers who face higher costs due to employee staffing and training, structural changes in shops regarding closed wardrobes/showcases and the feasibility of online consultations. With additional restrictions in place, biocidal products may face delisting of articles in shops.
Amidst these challenges, Kerstin proposed a potential solution: national registration using a simplified procedure. This pathway, she argued, could offer a lifeline for producers navigating regulatory complexities. By leveraging a streamlined registration process, producers could mitigate costs and expedite market access while adhering to safety standards.
However, Kerstin emphasized that simplicity does not equate to ease. Some data requirements are still required such as efficacy trials, physical, chemical, and technical properties and shelf life. All points require justifications, even when non-submission of data can still pose challenges.
While the journey ahead may be fraught with challenges, Kerstin underscored that national registration using a simplified procedure can be a solution to ensure compliance and market viability.
