CropLife Europe Presentation at Dublin PPP Symposium
Laurent Oger, Deputy Director General at CropLife Europe, spoke at Kerona Scientific’s 4th Dublin PPP Symposium in November 2023. To explain the most recent developments and concerns regarding the PPP Legislation in the EU:
- Situation for active substances (AS) and plant protection products (PPP)
- Since the implementation of Regulation (EC) No. 1107/2009, and especially for the last four years, it has been observed that the number of new AS being authorized is decreasing drastically while an increasing number of AS are being lost
- There is a new labelling regulation under development with the aim to update the current Regulation 547/2011. It is expected that it will be ready for commenting during 2024
- The Sustainable Use Regulation (SUR) proposal is still under discussion. Nevertheless, it will offer great opportunities when it comes to incorporating digital and precision technologies into Integrated Pest Management (IPM) strategies and will accelerate the processes for Biopesticides availability on the EU market
- Residues, MRLs and Import Tolerances:
- The first cases of MRLs lowered due to pollinator concerns outside the EU have occurred, this is a topic still under discussion and with several disagreements
- Additional challenges for 2024:
- There are some remaining points that need to be addressed regarding the new hazard classes introduced into the CLP and their impact in the pesticide framework
- REACH restrictions concerning microplastics that will have consequences at product level
- The proposal to ban the export of certain chemicals not authorized in the EU is still under development and should be ready by the beginning of 2024
- Upcoming REACH revision and effect on co-formulants is expected for 2024
