The European Commission has adopted Implementing Regulation (EU) 2025/1490 raising ECHA fees for biocidal product applications and authorizations by 19.5% to account for cumulative inflation. It was included in the Official Journal of the European Union on the 24th of July 2025 and shall enter into force on the twentieth day following its publication, hence this change will be effective from the 14th of August 2025. This increase in fees affects all parties involved in producing, approving, or distributing biocidal products within every Member State in the EU. The increase is part of the Commission’s annual review process, which is linked to Eurostat’s European Index of Consumer Prices, and will have a direct financial impact on companies operating under Regulation (EU) No 528/2012.
The increased fees can be found in updated tables (precise cost per activity) in Annexes I-III of the Implementing Regulation (EU) 2025/1490. Some examples of the updated fees include:
€143,400 – approval of an active substance (first product type) with additional charges for each extra product type or if the substance is a candidate for substitution.
€179,250 – granting Union Authorization for a biocide product family (BPF).
€5,975 to €47,800 – technical equivalence check (depending on the complexity of the application).
With this increase in fees, stakeholders across the value chain should reassess budget forecasts, especially for multi-product portfolios or renewals requiring full evaluations.
