On Wednesday, September 16, 2026, Elena Artalejo Vidal, Marketing Director of the Spanish Association of Agronutrient Manufacturers (AEFA), spoke at the 4th Virtual Dublin FPR Symposium hosted by Kerona Scientific. During the presentation, she outlined the main developments in the Spanish regulatory framework for fertilising products, with particular attention to the proposed amended Royal Decree and its implications for applicants and manufacturers.
The presentation highlighted the different routes to market fertilising products in Spain. Currently, fertilising products can be marketed through the EU single market (all 27 EU Member States) established by the Fertilising Products Regulation (EU) 2019/1009, the Spanish national framework under Royal Decree 506/2013, and Mutual Recognition under Regulation (EU) 2019/515.
Royal Decree 506/2013 classifies products into seven main groups and establishes requirements concerning composition, raw materials, contaminants, safety, labelling and, for certain categories, compulsory registration.
The proposed amendments to the Royal Decree aim to modernise and consolidate the national framework, align it more closely with the FPR, strengthen safety and traceability requirements, improve the assessment of agronomic efficacy and adapt the legislation to technical developments and the circular economy.
One of the main changes concerns raw materials, with the introduction of categories based on the component material categories (CMCs) found within the FPR. The proposal also introduces new and restructured product categories and extends compulsory registration to additional products. Particular emphasis is placed on microorganism-based products, for which the new requirements are significantly detailed.
The proposed changes will require manufacturers to review their product portfolios, with particular attention to organic components and microorganism-based fertilisers. Traceability, quality control, and marketing claims will also need to be reassessed to ensure alignment with the new Spanish regulatory framework.
