On Thursday December 11th, 2025, Kerona Scientific hosted its 3rd Virtual Dublin FPR Symposium. This annual event provides the fertiliser industry with an opportunity to catch up with what’s happening from a regulatory viewpoint and keep up to date with the latest developments. Giel Tettelaar (Chairman of the EFCI Register and Chair of the Coordination Group of Notified Bodies) delivered a clear overview of the EU Fertilising Products Regulation (EU) 2019/1009 [the FPR], reflecting on where the Regulation stands after its introduction and what manufacturers should expect next.
Three years in, compliance still requires more than documentation. Manufacturers must provide reliable analytical data, transparent ingredient information, compliant labelling and SDSs, and complete technical files. Depending on the route taken, products may also undergo audits. Previously generated efficacy data for biostimulants may be usable but additional studies may need to be commissioned to meet standards (such as the CEN 17700 series on plant biostimulant trials) and to be validated by the Notified Body.
Key challenges remain, including complex REACH+ obligations, limited approved micro‑organisms, and strict rules on recovered nutrients. Legislative delays mean these issues persist, though proposed Omnibus amendments may eventually simplify some requirements. To support consistent interpretation, the Notified Bodies FPR Coordination Group issues guidance documents on the European Commission’s CIRCABC platform. One example is its clarification on Letters of Access, confirming certificates stay with the original manufacturer but can be extended through authorised access.
Giel concluded that FPR compliance is an ongoing strategic effort. Early engagement with notified bodies and strong documentation are essential as the Regulation continues to evolve.
